Critical reception
"Baby I'm Burnin'" was reviewed twice by Billboard magazine. The first review was published in the November 18, 1978 issue and lists "Baby I'm Burnin'" under the country singles section (likely by mistake, I assume they were supposed to review "I Really Got the Feeling" instead). The review said, "A high-energy change of pace for Parton, whose gutsy vocals punch against the cooking groove of a track highlighted by horns and syn drums. Should receive across-the-board airplay and answer the question of whether Parton can rock 'n' roll." The track was reviewed again the following week, this time in the pop singles section. This second review said, "As the title of the song implies, this is a fiery rocker with a disco edge at times. And Parton's crispy, high pitched vocals add to the rockish feel."
Cashbox reviewed the single in their November 18, 1978 issue. It said, "This double-sided release by Dolly should cover all the bases. One side, "Baby I'm Burnin'", rocks to the tune of Elvis' "Way Down", while the other side is more in the "Heartbreaker" vein. "Burnin'" was written by Dolly, but both sides should receive much airplay."
