Critical reception
The single was reviewed in the September 28, 1991 issue of Cashbox magazine. The review said, "It's not so difficult to figure out that Dolly had her mother in mind when building this emotional ballad. "Eagle When She Flies," which sparks from Parton's current project by the same title, marks perhaps the most tender-hearted offering from the disc – displaying lyrics which tag her mother as the most influential, steel magnolia of them all. Parton spills a vocal performance that's so heart-sung, that her voice almost breaks due to what seems to be an eruption of pride and respect. Once again, "Eagle When She Flies" proves to be another example of how this superstar requires none of the trimmings – her voice and heart alone deliver a colossal production."
